Development Control at Southend Council is divided into the following teams:
The Planning Applications that are received by Development Control can be viewed on the Council's website. The applications themselves can be viewed by the public at the Council's Customer Contact Centre on the ground floor of the Civic Centre, Victoria Avenue, Southend, on weekdays between 8:45am and 5:15pm.
Planning Applications within the area of Leigh Town Council can be inspected at the offices of Leigh Town Council at 67 Elm Road Leigh-on-Sea. The Town Council's offices are open to view plans Monday to Friday, 10am-4pm, or at other times by prior arrangement. Amendments to submitted applications are not available at the Town Council's offices.
All comments should be made within three weeks of the application being registered and clearly show the Application Number. Representations made after this date will still be taken into account if they are received before the application is determined.
Development Control Committee
Southend's Development Control Committee meets on a Wednesday at 2pm every four weeks to consider major and contentious planning applications.
The council currently operates a system of 'Public Participation', where anyone wishing to object to an application for Planning Permission (or related consents) has the opportunity to make their case in person to the Development Control Committee. The applicant is similarly given a right of reply if there are any objections.
